Or do I need to download the newest version? I would like to continue using my licensed pro version which is a 5.74.

Yes, version 5.74 of Express Scribe Free Transcription Software should work fine in 2021. There is no need to download the newest version if you already have a licensed pro version of 5.74.
I have a registered Express Scribe on my PC which is not working. I rented another new computer and want to transfer Express Scribe to that computer so I can download audio into Dropbox and transcribe using my pedal. How do I put my Express Scribe on the other computer?

The only procedure you have to do is to backup your data to a custom location, visit the download page to download and install the software again and then import the data back to the application. It really doesn't matter where you keep your files. You just need the software's install kit to be able to perform a fresh install on the new PC.
You will find a download on the application's page at Software Informer. Press the big green download button and then wait for the download to start.
I have accessed tools, settings but am unsure what I need to change to make the foot pedal work. The foot pedal is installed correctly as it is displayed on Express Scribe. This is so frustrating.

Access the Settings menu and make sure to select a port where the food pedal is attached. In many cases, even if the pedal is installed, it might be configured properly in the settings menu. If everything is installed correctly, the pedal should work when the correct port is installed. Many applications use a DEFAULT port for devices, but if that device is connected to another port, you will encounter issues. Switch the port then you can use it.
I just got a new laptop with Vista and downloaded the latest version of Express Scribe. I also have a desktop that is Vista and Express Scribe. On the laptop, though, when I load a wav file to transcribe, they all sound like they are dictating in a bathroom or vault and the sound is bouncing off the walls. The desktop does not do this. I have compared settings on both computers and they are the same. On this laptop, when I play music or anything else, it sounds fine (as I thought it might be the speakers). What can the problem be?

No, because the application is designed to run only on Windows 8, Windows 7, Windows Vista and Windows XP operating systems. You can check the official web page for further information.
